A Conceptual Framework for Digital Competency Development and Alignment in Higher Education

Abstrak
Digital competencies are essential for addressing the challenges of digital transformation and ensuring graduate employability. Higher education institutions play a crucial role in preparing students with these competencies to meet industry needs. This study introduces the Competency Outcome Results in Education (CORE) Framework, developed through a literature review, simplified facet analysis, framework construction, focus group discussions (FGDs) with 9 key experts from stakeholders, and an early classroom pilot with formative evaluation. The analysis identified 26 isolates grouped into five facets: Requirements, Standard References, Resources, Competency Outcomes, and Process/Phases. These were operationalized into a cyclical process: Commitment, Identify, Map, Design, Implement, and Evaluate. The results demonstrate that the CORE Framework provides a structured yet adaptable model integrating national standards with industry demands, supporting institutional digital competency development. © 2025 IEEE.
