Balancing Tradition and Policy: Community Adaptation in Lake Jentawang

Abstrak
The focus of sustainable development should place the human dimension at the core of its approach and implementation. The WWF-Indonesia assistance program (2020–2024) introduced lake management and zoning policies through Village Regulation (Perdes) Jentawang Hilir No. 4 of 2024. The regulation enforced sustainable fishing practices and prohibited destructive activities, such as the use of toxic chemicals and unregulated land clearing, compelling the Batu Nyadi community group to align their strategies with these policies. Resistance from some community members, who relied on traditional but environmentally harmful practices, further complicated the adaptation process. Therefore, this study investigates the adaptive capacity of the Jentawang Hilir Village community in addressing ecosystem changes in Lake Jentawang, located in Ketungau Hilir District, Sintang Regency, West Kalimantan. Using qualitative methods, the study conducted in-depth interviews with six key informants, including Batu Nyadi administrators, the village head, residents, and program facilitators. The findings revealed a gradual shift in community responses—from initial rejection to growing trust in the Batu Nyadi group. While adjustments to preserve the lake's ecosystem were evident, challenges such as rule violations and low literacy levels persisted. The community's coping strategies heavily relied on external support, particularly from WWF-Indonesia, which provided positive momentum but limited the community's independence.
