Climate change and industrial activities have an impact on reducing the availability of clean water that is useful for fulfilling human life needs, especially in coastal communities in the archipelago, disruption of access to clean water has the potential for security in the maritime domain and in the form of socioeconomic threats and conflicts of interest that disrupt the stability of state security. Indonesia is a country that is predicted to have a high vulnerability to drought in 2040, especially in the coastal areas of the archipelago, and through the 10th World Water Forum international event in Bali, Indonesia stated a program proposal which was allegedly a geopolitical strategy to get a solution to the threat of drought. The purpose of this research is to analyse Indonesia's political strategy geography and geostrategic views based on Wallerstein (world system) and G. Modelski (world leadership) theories related to maritime security. Based on the analysis, it is concluded that Indonesia's proposal is a manifestation of the government's commitment to the world's clean water management program with an international cooperation approach to maintain the socio-economic stability of the community, especially to help prevent drought disasters in the archipelago. 2025 Published under licence by IOP Publishing Ltd.
