Abstrak
Indonesia's construction industry suffers from project delays and cost overruns stemming from ineffective project management. This research presents a holistic conceptual framework for transforming Project Management Offices (PMOs) to enhance competitiveness, integrating a riskbased approach and Building Information Modelling (BIM). The framework analyzes seven key PMO capability factors (strategic alignment, policy, organizational capacity, human resources, technology—including BIM—operations, and organizational culture), revealing their interrelationships with risk management and the impact on organizational performance (profitability, growth, sustainability, and competitive advantage). Future empirical work will validate the framework and build a comprehensive model for optimal PMO implementation in Indonesia's construction sector.
