Rights of persons with disabilities in West Nusa Tenggara, Indonesia: Are regional regulations effective?

Abstrak
The Government of West Nusa Tenggara (NTB) Province in Indonesia introduced a regulation named the Regional Regulation on the Protection and Fulfilment of the Rights of Persons with Disabilities in 2019. This policy is faced with many unserved people with disabilities (> 90%). Therefore, it is crucial to evaluate the implementation of this policy to explore the challenges that may hinder its effectiveness, including during the pandemic of COVID-19. This study uses qualitative methods as primary data sources and information retrieval as secondary data. Qualitative methods include extracting information through in-depth interviews and focus group discussions. It applied Van Meter and Van Horn and the Penta-helix theories for exploring sources of implementing and targeting rules information. Persons with disabilities in NTB have not yet fully received protection and fulfillment of their rights. Inclusive policies and their implementation in education and employment are not optimum. Communication and organizational governance are still segmented and not yet synergized between sectors. © Nova Science Publishers, Inc.
