Why Does the Location of Training Center Matter to Jakarta Urban Job Seekers? A Spatial Analysis Perspective

Abstrak
Reducing unemployment is closely related to human development, poverty alleviation and urban development. Competency-based training organized by the government plays a crucial role in reducing unemployment. The location of training programs affects the ease with which job seekers can access these trainings. Therefore, equitable access and spatial justice of job training services are crucial to meet the needs of job seekers. This study employs a mixed-methods approach using a sequential explanatory strategy, combining quantitative and qualitative methods. The aim of this study is examining access and justice as introduced by Kevin Lynch, as well as assessing the current spatial justice for job seekers in Jakarta in accessing the government-run competency-based training services. The results of this study reveal that equitable access and spatial justice in training services are still unevenly distributed across Jakarta. Proper utilization of Mobile Training Units (MTU), along with relocation or deconcentrating the Training Centers based on spatial analysis, are expected to serve as an alternative solution for achieving equitable access to government-run competency-based training services in a fair manner. The significance of this spatial study lies in identifying strategic locations for conducting training in Jakarta, which enables planning to enhance effectiveness, optimize resources, and ensure equitable access to job training. © The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd. 2025.
