The Application of Multi Criteria Decision Making System for Optimal Site Selection of Solar Power Plants in West Java Province

Abstrak
Despite having the largest solar energy potential among renewable sources, estimated at 207,898 \mathrm{MW}, Indonesia has yet to fully realize its utility scale solar power capacity, with only limited solar power plants development observed in regions like West Java. This research aims to support the effectiveness of solar energy development in West Java Province by identifying optimal locations for ground-mounted, utility-scale solar power plants through a Multi-Criteria Decision Making (MCDM) method based on the Analytical Hierarchy Process (AHP) integrated with Geographic Information Systems (GIS). Five main criteria were analyzed: land cover, geomorphology, accessibility, climate, and social factors. The results of the criteria weighting show that climate is the most influential factor (35.3 \%), followed by geomorphology (24.9 \%), land cover (17.9 \%), accessibility (15.8 \%), and social factors (6.1 \%). After conducting a weighted overlay analysis, the result indicates that areas with very high and high suitability levels are concentrated in several regions, primarily in Karawang, Subang, Purwakarta and Indramayu. Validation against the distribution of existing ground mounted, utility scale solar power plants in Purwakarta reinforces the reliability of this model. These findings provide a foundational reference for regional renewable energy planning and can serve as a preliminary basis for decision-making in future solar energy development. © 2025 IEEE.
